- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Hydraulic International Inc., for the procurement of twenty five (25) each Diesel Portable Hydraulic Power Supply (PHPS), P/N 98612-100, revised logistics requirements for the Diesel PHPS, an option for five (5) each Electronic PHPS, and an option for associated technical data for both the Diesel PHPS and Electronic PHPS for the CV-22 Aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. Hydraulic International Inc. is the OEM of both the Diesel PHPS and the Electronic PHPS. Hydraulic International Inc. owns proprietary rights to technical data and engineering drawings, and is the only entity with the experience necessary to produce the Diesel PHPS and the Electronic PHPS. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
