- Notice of intent to issue a sole source modification under Contract No. 277-04-6091. Contractor: IQ Solutions, Inc., 11300 Rockville Pike, Suite, 901, Rockville, MD 20852. The purpose of this contract modification is to provide continued Agency-wide information dissemination/health communication services for an additional 4-month period. These services directly support the Agency's Public Awareness & Support strategic initiative, and include the following services/operations: 24-hour Contact Center; online store to download/order Agency publications; Warehouse/order fulfillment center; E-mail update marketing communications; and Public awareness outreach activities. Demonstration of Proposed Contractor’s Unique Qualifications: The successful dissemination of an Agency's knowledge requires a contractor with specific knowledge and experience combining sound public health practices with science-based communications and marketing approaches, as well as in-depth expertise on SAMHSA's project and program portfolio. IQ Solutions, Inc., the current contractor, is uniquely qualified to provide these services because they have specialized expertise in the communication of behavioral health information; significant expertise in reaching SAMHSA's key audiences - including behavioral health professionals, social services providers, educators, state and federal policymakers, health care providers, and military services members/families/veterans, and consumers through multiple communications channels; and they currently serve SAMHSA as the key contractor on all major information dissemination/health communication activities, including running the Agency's contact center and fulfillment/distribution center - which handles over 600,000 calls and maintains over 1,000 titles of the latest publications - and disseminating over 13,000,000 products annually. The above factors combine to demonstrate IQ Solutions' uniqute insight and experience level with the relevant subject matter to perform the task within the relatively short time period required. The staff expertise available through this contractor will enable SAMHSA to start the project immediately, conduct it in the most efficient manner, and bring it to conclusion within the required time frame. Other Facts Supporting the Use of Other than Full and Open Competition: At this time, IQ Solutions is the only contractor that will be able to provide the services in the required time frame. Award to another contractor for these short-term services would be time and cost prohibitive and represent a duplication of efforts. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1)) — Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within 45 days after date of publication of this synopsis will be considered by the Government. Responses are due no later than MARCH 21, 2011, 3:00 PM local time. A determination by the Government not to compete with this proposed contractor based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
