- NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) forNNK11374438R Construction of Revitalize KSC Water and Waste Water Systems, John F.Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:The primary task of the construction firm will be the revitalization of Kennedy SpaceCenters water distribution and waste water collection system. A list of tasks associatedwith the proposed work includes, but is not limited to, the following: Replacement of existing asbestos cement water mains with ductile iron or polyvinylchloride (PVC) mains ranging in sizes up to 16 inches, various water main valves andconnection, installation of a new 500,000 gallon pre-stressed concrete ground storagereservoir, installation of a new water pump station including fire alarm and dry pipesuppression system, water quality analyzers, instrumentation and controls, gravity sewerreplacement and cured in place pipe (CIPP) linings, manhole lining and repairs, liftstation repairs and replacement, installation of associated electrical and communicationsequipment and wiring, and deconstruction of two 250,000 gallon elevated storage tanks.The size and breadth of this project will require coordinated outages of flight hardwareprocessing facilities with weekend and holiday work to accommodate outage constraints.The NAICS code for this procurement is 237110 with a small business size standard of$33.5M. The effort will include the following tasks and options:Task 1Revitalize KSC Water Systems Design Package 1 Task 2Revitalize KSC Wastewater Systems Design Package 3Option 1NASA Parkway Water Main East Option 2NASA Parkway Water Main West Option 3Crawler Way Water Main, Pad A Option 4Crawler Way Water Main West Option 5Revitalize KSC Water Systems Design Package 2 / Elevated Storage TanksDeconstruction Each task and option shall be bid separately. The Performance Period including all tasksand options shall be completed in 540 calendar days after notice to proceed. Inaccordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude ofConstruction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract pricerange of between $5,000,000 and $10,000,000.The acquisition shall be conducted as a total small business set-aside. The anticipated release date of the RFP is on or about February 14, 2011 with ananticipated offer closing date of on or about March 14, 2011. The firm date for receiptof bids or proposals shall be stated in the RFP. A site visit will be scheduled on orabout February 23, 2011. Prime contractors will be limited on the number of personnel inattendance. Specifications and Drawings will be made available for download through the postedsolicitation. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note 'B'. The solicitation and any documents related to this procurement shall be available overthe Internet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application.
