- RFQ-HSFEMS-11-Q-0007 Offerors are required to read the entire solicitation and attachments contained in the solicitation Package. DHS/FEMA is seeking proposals from qualified vendors to maintain and deactivate an estimated 104 temporary housing units located throughout the state of Mississippi. See Pages 13-15 of Attachment B.1 for specific locations. See Attachment B.1 for the Statement of Objectives. The quantity is not guaranteed and there is no guaranteed dollar amount. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. HSFEMS-11-Q-0007 is issued as a Request for Quotation. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-4. This acquisition is a 100% small business set aside for Mississippi vendors, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of November 1988 (PL 93-288, as amended). Offers from non-qualified vendors will not be accepted. See Attachment B.4 for Local Firm Qualifications. The NAICS Code is 238990, and the size standard is $14M. See Attachment A.1 for a list of the contract line items. Offerors shall submit their cost/price proposal using this attachment. A description of the requirements for this acquisition are contained in Attachment B.1, Statement of Objectives. The period of performance for this requirement will be from the date of award to December 31, 2011, with a 4-month extension of services to complete the project. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. See Attachment A.2, Addendum to 52.212-1 for specific details regarding response requirements and B.3 PWS Development Checklist.. The provision at 52.212-2 Evaluation--Commercial Items (JAN 1999) applies to this acquisition. See Attachment B.2 for the evaluation process. Pursuant to 52.212-3, offerors are to include a completed copy of the provision contained in A.3, Offeror Representations and Certifications - Commercial Items with its offer. The clause at 52.212.4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items, applies to this acquisition and can be found in its entirety in Attachment A.3. All additional contract requirements or terms and conditions are set out in Attachment A.3.
