- The Department of Veterans Affairs, North Little Rock, AR (VISN 16), is issuing a solicitation for Community Halfway House Services for the Central Arkansas Veterans Healthcare System (CAVHS). The CAVHS anticipates the award of a firm fixed-price contract to provide beds at a halfway house for Veterans. Services shall be provided to Veterans for whom such care is specifically authorized by the CAVHS. It is understood the type of patients to be cared for will require services above the level of room and supervision. Care will include, but not limited to a supervised, alcohol and drug free environment, active affiliation with Narcotics Anonymous (NA) AND Alcoholics Anonymous(AA) Programs, supportive Social Service, and individual counseling as required(with special emphasis on vocational rehabilitation in collaboration with VA program resources). The per diem rate established will be an all-inclusive rate. The Substance Use Disorder Outpatient Detox and Intensive Outpatient Program Clinics believe a community halfway house facility must be located within the boundaries of the VA. This delineated area falls within the 5-mile statute area of the VA, 2200 Fort Roots Drive, North Little Rock, AR This solicitation is issued as a commercial item in accordance with FAR Part 12 and the North American Industry Classification (NAIC) Code is 624229. The RFP VA-256-11-RP-0206 will be advertised as unrestricted. This solicitation will be advertised and available for download on the Federal Business Opportunities (FBO) at www.fbo.gov. Website in conjunction with this Synopsis. All prospective bidders must be registered in Central Contractor Registration (CRR) at www.ccr.gov/index.cfm. Offerors are advised they are responsible for obtaining any and all posted amendments.
