Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number RFP VA 101-11-RP-0070 for construction services at the Massachusetts National Cemetery in Bourne, Massachusetts. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall provide all labor, tools, equipment, materials and supervision to complete all work but not limited to general construction, general alterations, general demolition, clearing and grubbing, erosion control, roads, paving, walks, site preparation, grading, sinkhole remediation, drainage and storm sewer work, earthwork, landscaping, irrigation, site furnishings, fencing, signage, demolition and certain other items. This project will develop approximately 20 acres within the existing cemetery to include approximately 6,114 pre-placed concrete crypts, 1,000 cremain sites, and approximately 4,500 columbarium niches. This project will also include administration and maintenance buildings; roads; landscaping; site furnishings; irrigation system; utility system; environmental preservation and mitigation. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The Construction Duration will be 540 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about February 18, 2011. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on March 17, 2011, at 9:00AM Eastern time at the Massachusetts National Cemetery, Off Connery Avenue, Bourne, Massachusetts 02532. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than March 22, 2011, at 4:30PM Eastern time. The government will respond to all questions not later than March 25, 2011, via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value, Lowest Price Technically Acceptable method per FAR Part 15. Offerors are advised award may be made without discussion.
