- Notice Type: Pre-solicitation Synopsis- The U.S. Department of State (DOS) has a requirement for qualified Contractors to provide Radio Frequency and Acoustical Shielded Enclosure (RFASE) consultanting services at locations primarily outside the United States. The Department of State intends to issue a Request for Proposal (RFP) for a Time & Materials contract with firm-fixed price and cost reimbursable elements, for the Radio Frequency and Acoustical services. The Department of State contemplates awarding up to four (4) contracts for the same or similar services. It will be one (1) base contract, and four one-year option periods. This RFP is set aside for Total Small Business. The applicable North American Industrial Classification System Code (NAICS) code is 541330 with the size standards of $4.5 million. IN ORDER TO BE CONSIDERED FOR AWARD OF THIS CONTRACT, interested offerors must already possess a Defense Security Service (DSS) TOP SECRET facility clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. All entities comprising a joint venture for this effort must already possess an FCL, as well as the joint venture. All personnel traveling to overseas locations under the contract must possess a Final Top Secret personnel security clearance issued by DSS. This is a pass/fail evaluation. DOS will not sponsor any firm for a facility clearance for this solicitation as selected offerors must perform be able to perform at the Top Secret level immediately upon selection/award. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation. A bidders DD Form 254 will be issued with the solicitation. The Government anticipates release of the solicitation on or about 18 February 2011, with a projected closing date to be 30 days from release of the solicitation. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. No hard copies of the RFP will be made available. A pre-proposal conference will not be conducted for this requirement. All proposals from responsible vendors will be evaluated if received on time. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
