- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Dennis Shoemaker, on a sole source basis to provide consultation services for the Economic Census content determination. The objective is to provide leadership and guidance to develop 600 questionnaires to collect the most relevant data and assure report-ability, consistency, and coordination with other processes. The Census Bureau believes Mr. Shoemaker's institutional knowledge, experience, and skills make him uniquely qualified to complete the required services. The period of performance will be from date of award through September 30, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright @ email address lisa.r.safewright@census.gov. All questions must also be submitted to this email address. No phone calls will be honored. The is notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by 3pm on February 16, 2011, a contract may be issued to Dennis Shoemaker, without further notice.
