Description
Market research and investigation is being conducted by the DLA Troop Support Clothing and Textiles Directorate to seek domestic sources for "Cotton Sateen" in various items. The "Cotton Sateen" is required for the palm, finger palm, and components of the shell of the Extreme Cold Weather Mitten Set. Specification requirements for the "Cotton Sateen" are primarily contained in Military Detailed Specification MIL-DTL-43191J, dated 16 May 2005, entitled Cloth, Wind Resistant, Cotton and Nylon. The end items are popular items and heavily required during contingencies, and the annual requirements are frequently 10,000 to 12,000 units. More specifically, there is a current requirement for the Extreme Cold Weather, Mitten Set, MIL-M-834L, dated 23 Oct 1989. DLA Troop Support's annual requirement for the Extreme Cold Weather Mitten Set is for a minimum qty of 9,336 pair for the Base year and an annual order limitation qty (AOLQ) of 11,670 pair. These same quantities are for each of the 3 option years, as well. The following information is required to determine if the domestic availability will provide the quantity and quality necessary to meet its requirements: 1) Identify all places of performance; 2) the total monthly and yearly maximum capacity; 3) the minimum or desired monthly and yearly quantities you would produce and 4) the production lead-time need to start production.
