Description
The U.S. Maritime Administration intends to acquire on a Sole Source basis start up technical services from ENSOLVE BIOSYSTEMS INC, 5805 DEPARTURE DRIVE, SUITE B, RALEIGH, NC 27616 to repair, operate, and maintain in operating order a Portable Oil Remediation System (PORS) at Suisun Bay Reserve Fleet, Benicia, CA to less than 20 PPM of oil and grease. 1. Provide and install materials or equipment necessary to operate the PORS. 2. Provide start up technical services to repair, operate, and maintain in operating order a heavy metals separator (HMS) to reduce the presence of metal concentrations of zinc to 1 mg/L or less, nickel to 1 mg/L or less, and sulfides to 0.1 mg/L or less. 3. Provide training and classroom materials for operating and maintaining the PORS and HMS. The Portable Oil Remediation System is a containerized system that can treat the emulsified oily wash water found in hydrocarbon laden waste-streams. This equipment was developed by EnSolve for use by the US Navy to treat wash water from its inactive vessels. EnSolve possesses unique knowledge of the system necessary to accomplish this requirement with the maximum efficiency and minimum risk. This notice is not a request for proposals/quotes. However, interested parties may identify their interest and capability to satisfy the Government's requirements by emailing their Capability Statement by 1400 PT, February 11, 2011 to the Contracting Officer, Patricia L. Etridge at patricia.etridge@dot.gov. Capability statements must include documentation establishing the ability to satisfy the Government's requirements. Any information received will be considered for the purpose of conducting a competitive procurement. Interested persons should identify their interest and capability to the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
