- Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), 75 Virginia Beach Drive, Key Biscayne, Florida 33149, UNITED STATES intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with Chester Consulting, 12200 SW 74 th Court, Miami, FL 33156 for the requirement of scientific editing services. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) with only one responsible source and no other services will satisfy agency requirements. Chester Consulting is a uniquely qualified small business source capable of meeting the government’s requirements due to 35 years of experience in various aspects, i.e. marine science, statistical ecology, conservation biology and fisheries science that is directly related to National Marine Fisheries Science. This particular requirement is for scientific editing services which require that all scientific papers, technical reports, abstracts prepared by staff for outside dissemination via peer review literature, NOAA publication series, or science meeting proceedings be reviewed for editorial and scientific content to ensure their compliance with established SEFSC and NOAA publication policy guidelines. The North American Industry Classification System (NAICS) code for this acquisiton is 541990 and the size standard is 500 employees. THIS IS NOT A REQUEST FOR QUOTES. Interested organizations/persons may submit their capabilities and qualifications to perform this effort in writing to the identified point of contact, no later than 2:00 pm on 16, February 2011. Such qualifications/services will be evaluated, however, a determination by the Government not to compete this proposal effort on a full and open competition basis, based upon responses to this notice is SOLELY within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of intent.
