Description The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis the services of Affymetrix, 3420 Central Expressway, Santa Clara, CA 95051 to provide a service contract for Government owned Affymetrix Fluidic Station s/n 60101670, 6011435, FS0259 including CPU s/n 57VJPL1, hybridization oven s/n 11845, Autoloader s/n A06590, GC30007G Scanner s/n 54713480. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Period of Performance: Performance shall be for twelve (12) months from date of award. These instruments are located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Advanced Technology Center (ATC) Gaithersburg, MD 20892. Contractor shall perform one (1) preventive maintenance inspection during the contract period. Service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided on an unlimited basis during the term of this contract. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or re-manufactured to original equipment specifications. The Contractor, Affymetrix designed and fabricated the instrument. Affymetrix is the only organization with spare parts and engineering expertise to supply this service contract. The Affymetrix Technical Representatives are uniquely qualified as they are trained by the manufacturer and the manufacturer provides frequent updated continuing education for them. The data collection software supplied with this equipment, which acts as the instruments operating system is proprietary and updates and patches are solely available through Affymetrix. Affymetrix has unlimited access to proprietary parts. The NCI knows of no other vendor that can provide the service required. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 17, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
