Description
DLA Disposition Services seeks sources with the capability and interest to provide specific services consisting of removal, transportation, and de-manufacturing of electronic scrap, to include demilitarization processing as necessary, and fully compliant final disposition of those scrap items found hazardous, from a variety of locations throughout the continental United States (CONUS). The services may also include processing of electronic scrap from overseas locations with transportation of those items to be provided by the Government. Due to strict Government surveillance requirements, all scrap requiring demilitarization must be processed at a single location, with a segregated storage and processing capacity of a minimum of approximately 3.8 mil pounds of electronic scrap items per year, including associated capabilities for considerable security, accountability and hazardous waste handling requirements. In addition to the capability to demilitarize scrap, the contractor will need the capability to de-manufacture approximately 13.7 MIL pounds per year of non-demil scrap electronics. Non-demil material can be processed at the demil facility or other facilities. The contractor will need the capability to schedule and pick-up approximately 60 shipments of demil and non-demil property from various CONUS locations per week. The contractor will need the capability for secure inside storage of property at the demil facility. The contractor's demil facility will need warehouse space with approximately 35 thousand square feet of floor space in addition to storage and processing floor space, for spreading out and counting property requiring demilitarization. The contractor will need a shredder, or equivalent process to destroy demil and non-demil property and separate all circuit boards and ferrous and non-ferrous material for return to the Government. The shredded material shall be in pieces with a particle size of not more than 3/4 inch. The corresponding NAICs code is 562920, with the set-aside aspects of any resulting procurement action(s) to be determined in part based upon responses to this sources sought announcement. Note that this announcement does not constitute a solicitation for these services, or formal announcement of such a solicitation. It is a market research effort to assess capability, interest, possible socioeconomic set-aside implications, and possible technological advances in the industry since the last contract for these services was awarded. Accordingly, the following is requested from interested firms, with a due date of 11 Feb 2011: 1 - A description of your company's capability to provide the services as described in this announcement, including the ability to transport the electronic scrap from throughout CONUS, and accomplish required processing including the associated storage and processing capacity, and anticipated security, accountability, demilitarization and hazardous requirements. Responses at a minimum should include the following: a. A description of the shredder(s) that will be used to destroy demil and non-demil property and separate all circuit boards and ferrous and non-ferrous material for return to the Government. If the company would use an equivalent process using alternate equipment, describe the equivalent process and equipment that would be used to demonstrate your capability for destroying and segregating material. b. A description of the processing facility(s) the contractor would use to process this property in enough detail to show the company's ability to store and process the quantities of material described above. For the demil facility this shall include the open floor space for spreading out and inventorying demil property. c. A description of the amount of property your company currently processes each year and the excess capacity available to be able to handle an increase in the amount of property in the demil/non-demil quantities of material described above. d. Provide the locations your company provides services to and the transportation network used to pick-up material from off-site locations. Include an estimate of the number of trucks the company currently schedules per week and capability to increase the transportation network. e. A brief description of facility security systems to process demil property. 2. - An indication of any/all socioeconomic designations applicable to your firms given the NAICS code above, as verifiable in your firm's Central Contractor Registration (CCR) or the Small Business Administration's Dynamic Small Business Search web-site. Questions/clarifications may be referred to the point of contact in this announcement (Correction made after initial posting, for weekly shipments up to 60 per week instead of the original 750 per week stated in error).
