- Notice of Intent to award a contract to Alan L. Freed Associates, Inc. for course titled Capitol Hill Workshop Seminar. These services are to provide acquisition work force members a three day seminar addressing dynamics of the legislative process with an understanding of authorization, budget and appropriation issues and their impact on DoD. The seminar must also provide current insights into the dynamics of presidential congressional relations, the role of lobbyists, special interest groups, and the media. The contractor must have an extended track record of providing highly successful policy seminars for Senior Managers in DoD. The contractor will provide a faculty of at least 8-10 high level decision-makers who have been Involved for extended periods of time in various facets of domestic and international policy development.
