- ATTACH IS THE REQUEST FOR PROPOSAL, PLEASE PROVIDE A PROPOSAL BY 22 FEB 2011/ 4PM (HST). The project consists essentially of, but is not limited to, the following: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform integrated solid waste management, municipal solid waste (MSW) collection and recycling services at Bellows Air Force Station, Oahu, Hawaii. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations, international agreements, Status of Forces Agreements (SOFA) and appropriate Final Governing Standards (FGS) or, in their absence, the Overseas Environmental Baseline Guidance Document (OEBGD). The North American Industry Classification System (NAICS) code is 562111 with a Small Business size standard of $12.5M. The anticipated solicitation issue date will be on/or about 1 Feb 11 with an approximate response date of 15 Feb 11. The solicitation is a Request for Proposal and will be 100% Small Business Set-a-Side. All firms must be registered in both Contractor Registration (CCR) http://www.ccr.gov and Online Representations and Certifications Application (ORCA) https://orca.bpn.gov/ in order to be eligible for award. The solicitation will be Firm Fixed Price (FFP). The proposed contract performance period will start on 1 Apr 2011 through 30 Sept 2011. All responsible offers will be considered by the agency evaluation factors will be supplied in the Request for Proposal. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information for downloading their own copy of the solicitation package and drawings. Paper copies will not be available. Once the solicitation is posted, interested parties must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submission of offers will be contained in the solicitation package. No response to this notice is necessary and no Source List will be maintained by this office. Interested firms should register on the Interested Vendors List on this web site. All potential offerors must obtain a DUNS number and be registered in both Central Contractor Register (CCR) and Online Representations and Certifications Application (ORCA) https://orca.bpn.gov/ in order to transact business with the Department of Defense (DOD) (IAW FAR 4.1201). Lack of registration in the CCR database, ORCA and failure to obtain a DUNS number will make an offeror ineligible for award. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained.
