- Request For Information (RFI) - ONLY- EXTENSION United States Department of Agriculture, Rural Development (RD), Rural Housing Services (RHS), is seeking information/exchange of information for home inspection services to determine if contracting for these services is feasible. The purpose of this Request For Information (RFI) is to obtain Statements of Interest as well as Capability Statements detailing company's existing experience in relation to the areas specified in the attached document. This synopsis should not be construed as a formal request for proposals but rather a request for information under the authority of FAR15.201. Responses to this RFI are not offers and cannot be accepted to form a binding contract. Respondents should not construe this synopsis as a commitment, nor will RD pay for the information solicited. Your response will be treated as information only. It shall not be used as a proposal/quotation. Firms interested in the response to this RFI/exchanging information with RD are invited to submit written narratives of their capability and approach and shall not exceed 10 pages. Questions about this RFI are to be submitted electronically by 5:00 pm EST February 18, 2011. Interested Firms must to put all questions in writing and send them to Kesha.Mumford@wdc.usda.gov All questions and answers will be posted. Capability Statements are due no later than 5:00 pm EST on March 11, 2011. Interested Firms are to outline their experiences in accordance with the attached document. Areas or tasks where a Firm does not have prior experience should be annotated as such. Small businesses are encouraged to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code (541350 Home Inspection Services) with a size standard of $7.0 Million are encouraged to submit their capability packages.
