- This is a Sources Sought/Request for Information advertisement only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities (both large and small) to support the construction of an SOF C4 Company Facility (JSOC). The project includes the construction of a C4 Facility consisting of approximately 8,382 SM (90,226SF) to be used by the Joint Special Operations Command (JSOC). The facility shall consist of general administrative offices, control center, Network data center, operational work space, server rooms, conference rooms, storage areas, latrine and shower facilities, communications closets, electrical and mechanical rooms, utilities, and electrical/Uninterrupted Power Service (UPS). The entire four-story facility shall be a complete Sensitive Compartmented Information Facility (SCIF) and will meet all required Anti-Terrorism /Force Protection measures. This project is required to provide a technical control facility, tactical entry point, strategic transmission hub, network control center, network data center and operational work space to support JSOC global C4 requirements. This facility will provide electrical and HVAC redundancy and provide 99% reliability to operational systems and communications networks to allow for on-site disaster recovery. Supporting facilities shall include dual electrical service, domestic water, sanitary sewer, storm drainage, and fire protection/detection, intrusion detection, energy management control, sidewalks, vehicular parking, loading dock, emergency generator with fuel tanks, and all required site improvements. All interested firms with 236220 as an approved NAICS code have until February 7, 2010 at 2pm to submit the following information: - Name & Address of your Firm - Point of Contact (name/phone/email) - Business Size [If a Small Business, your firm must have an office in Region IV (GA, AL, NC, TN, MS, FL, KY, SC) - Bonding capability-both single and aggregate, as evidenced by submission of a Surety Company letter stating bonding capacity. This letter must be an original. If this letter is submitted by an agent on behalf of the surety, please attach an original Power of Attorney. - Evidence of capabilities in the area of construction for the SOF C4 Facility on three recent projects (not more than five years old) that include working inside a high security-controlled area (A high security control area is defined as an area requiring armed security guard escort at all times, perimeter intrusion detection or access control measures, contractor personnel require identification badges and are subject to random searches of vehicles, equipment and personnel.) Additional evidence of capabilities would include new construction of multi-story facilities of at least 40,000 square feet of gross space or greater, construction of an entire SCIF building, providing dual redundancy for electrical service, providing dual redundancy for HVAC systems and providing secure communications integration. Include the project name and description of the key/salient features of the project (i.e., square footage, multi-story, secure facility, phased renovation, etc.), completion date, total contract construction value, whether it was design-build or construction only, and your company's level of involvement in the project.
