- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command; Aircraft Division (NAWCAD) (AIR 2.5.1.3), Patuxent River, MD 20670-1127 intends to negotiate on a sole source basis with Fracture Diagnostics International, 77908 Cottonwood Cove, Indian Wells CA 92210-9079, which produces the Rising Step Load Tensile Testing Systems that test for hydrogen embrittlement on High Strength Steel and are currently used in accordance with Aerospace Material Standards (ASTM) F519, a standard test method for mechanical hydrogen embrittlement evaluation of plating/coating processes and service environments. Specifically, This acquistion is for seven (7) FDI-25000(T) Rising Step Load Tensile Testing Systems. Each System consists of (1)Tensile Frame, (1) Motor Controller, (1) set of ASTM F519 Type 1a.1 Specimen Adaptors, (1) 10,000 lb Load Cell, and the standard operating PC containing the 2010 RSL Scientific Software. The estimated dollar amount for this acquisition is $336,000.00. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1) as sited in FAR 6.302-1, " Only one responsible source and no other supplies or services will satisfy agency requirements." While this notice of intent is for informational purposes only, and not a request for competitive proposals, interested parties may identify their interest and technical capability. Any interested party must have the software, hardware, equipment, knowledge, expertise, facilities and qualifed personnel necessary to accomplish this effort within the Government's requirements. Interested parties must submit a Statement of Qualifications demonstrating its ability to meet the Government's requirements. The Government retains the right not to compete this requirement based on responses to this notice.
