Description
SYNOPSIS BASE MAINTENANCE CONTRACT (BMC) SERVICES KIRTLAND AFB, NEW MEXICO FA9401-11-R-0003 Information regarding this requirement was previously posted under announcement number FA9401-09-R-0005. No further information regarding this requirement will be posted under announcement number FA9401-09-R-0005. All previously posted documentation under this announcement number will not be archived until award of the follow-on contract under the new solicitation number FA9401-11-R-0003. The Government anticipates issuing a formal Request for Proposal (RFP) for the Kirtland AFB, New Mexico, Base Maintenance Contract (BMC) services, under the new announcement number, FA9401-11-R-0003, on approximately 18Feb 11. The formal announcement will provide all final RFP documents associated with this requirement. The requirement will be procured as a competitive 8(a) set-aside only. The NAICS Code for this requirement is 561210, Size Standard $35.5 Million. CURRENT CONTRACT INFORMATION: The Kirtland AFB BMC services are currently performed under contract F29650-00-D-0002 by Chugach Management Services, Joint Venture (CMSJV). The current contract expires 31 March 2011. Based on the estimated start date of the follow-on contract, the Government will award a sole source bridge contract to the incumbent contractor for a performance period of 8 to 12 months. The following services are performed under the existing contract: Administration Management & Customer Support; Facility & Infrastructure Maintenance & Support; Operations (Physical Plant Operations); Grounds Maintenance, Refuse Collection & Disposal; Architect/Engineer Services (Planning, Programming, Design & Construction Management); Resource Management; Real Property Management; Logistics Support (Material Control); Civil Engineer Computer Systems Management; Readiness & Emergency Management; Disaster Preparedness; and Disaster Response for Kirtland AFB and mission partners. Geographically separate site locations supported include Maui HI, Socorro NM, Truth or Consequences NM, Pecos NM, and Albuquerque NM. FOLLOW-ON CONTRACT INFORMATION: The following services will be performed under the follow-on BMC: Administration Management & Customer Support; Facility & Infrastructure Maintenance & Support; Operations Management; Grounds Maintenance; Engineer Services (Planning, Programming, Design Management and Construction Management); Maintenance Engineering; Real Property Management; Asset Management; Logistics Support (Material Control); Information Management; and Emergency Management & Response for Kirtland AFB and mission partners. Geographically separate site locations supported include Maui HI, Socorro NM, Truth or Consequences NM, Pecos NM, and Albuquerque NM. BALANCED PRICING: Price proposals should be reasonable, balanced, realistic, and competitive. A price may be considered reasonable if the amount does not exceed that which would be paid by a prudent person in the conduct of competitive business. Unbalanced pricing is indicated when, despite a reasonable total price, the price of one or more contract line items is significantly over or understated. Realistic prices reflect a clear understanding of the requirement and are consistent with other elements of an offeror's proposal. Prices may be considered competitive if they are comparable to other prices that are determined to be reasonable, balanced, and realistic. TENTATIVE ACQUISITION SCHEDULE: The projected milestones below take into consideration the scope, complexity, and clearance/approval levels relative to the requirement, as currently described in the announcement.
