- **PRE-SOLICITATION NOTICE** Arnold Air Force Base (AEDC), Tennessee, has a requirement to provide underground infrastructure for the distribution of medium voltage electrical power from Facility 881 to Facility 579. This requirement IS NOT a part of the Electrical IDIQ. This project will be awarded utilizing Sealed Bid procedures. Please register as a source to be notified of Invitation for Bid (IFB), amendments, etc. when they are posted on FBO. It is the responsibility of the vendor (even those registered as a source) to check the FBO website frequently to ensure they have all the available information prior to proposal due date and until contract is awarded. Vendors will not be contacted individually when amendments are posted. THE INVITATION FOR BID WILL BE POSTED ON OR ABOUT 17 FEBRUARY, 2011. A site visit will be conducted in early March 2011. Please refer to the IFB for specific date, location, and time of the site visit and procedures on gaining access to the base. The Magnitude of Construction is between $250,000 and $500,000. THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESS. The contract will be awarded utilizing Sealed Bidding procedures. Please review the solicitation and attachments for all source selection information. After the solicitation is posted, vendors may submit questions in writing via e-mail, fax, or regular mail to the Point of Contract listed below. ALL contractors are to register in Central Contractor Registration at https://www.bpn.gov/ccr/default.aspx and Online Representation and Certifications (ORCA) at https://orca.bpn.gov/login.aspx. Funds are available for this project. **SYNOPSIS** Full specification and drawings will be provided with the solicitation. Provide underground infrastructure for the distribution of medium voltage electrical power from Facility 881 to Facility 579 located at Arnold Air Force Base, Tennessee. The electrical distribution system includes electrical duct banks, manholes, and medium voltage cables. The overhead distribution line will be installed by the Government. The extent of the work is contained in the drawings and specifications. Major items of work include, but are not limited to the following: A. Install new electrical duct bank from Facility 881 to new electrical manhole APT E1 on the west side of North Hap Arnold Drive. B. Bore under North Hap Arnold Drive and install electrical duct bank in steel casing. C. Install new terminations in existing switchgear in Facility 881 and install new underground cable from Facility 881 to existing riser pole 238. D. Install new electrical duct bank from new electrical manhole APT E2 to location near Facility 579. Duct bank shall be terminated for future switchgear. E. Install site grounding as indicated. F. Hand dig as required for excavation. Routing of new electrical duct banks crosses various existing underground and above ground utilities in close proximity. Contractor shall coordinate all work with existing utilities. G. Submit traffic closure and routing plans and schedules and obtain approval before beginning work. H. Remove and replace existing railroad track and accessories. I. Perform all work as specified for existing utilities, cables, and duct banks which may contain asbestos. Where encountered, Contractor shall provide asbestos disposal per Section 02 08 00 herein. **End of Synopsis. Refer to specification and drawings for full scope of work**
