Description
The Forest Service's Tongass National Forest anticipates issuing a solicitation and awarding a contract for the Forest Highway 43 (FH43) Road Improvements Segment 1 project. The project location is on Prince of Wales Island in southeast Alaska. The project begins near the intersection of FH43 and FH44 (Coffman Cove junction) and ends just past NFS Road 2060 (Naukati junction). The project consists of upgrading and realigning 7.6 miles of existing NFS Road 20 from its existing condition to a 24-foot-wide two-lane highway with a 40mph design speed. A typical cross section consists of 24-foot AC pavement and two feet of aggregate shoulders. The typical depth of the AC pavement is three inches, underlain by six inches of aggregate base, and at least 15 inches of aggregate subbase. Aside from bridges, all existing structures will be replaced. Work consists of excavation, rock borrow, subbase, base, pavement, guardrail, drainage, fish passage culverts, and other smaller items of work. This project is identified in the State of Alaska's Statewide Transportation Improvement Plan (STIP) as FH43 POW Island Hwy with Need ID 23376. The estimated price of this acquisition (see FAR 36.204) is: - ( ) less than $25,000. - ( ) between $25,000 and $100,000. - ( ) between $100,000 and $250,000. - ( ) between $250,000 and $500,000. - ( ) between $500,000 and $1,000,000. - ( ) between $1,000,000 and $5,000,000. - ( ) between $5,000,000 and $10,000,000. - (X) more than $10,000,000. Solicitation documents, including plans, specifications, and drawings, are not available at this time (This is only a sources-sought notice, not a pre-solicitation notice). The contracting officer must decide whether to conduct the acquisition on an unrestricted basis, or as a set-aside of some sort. All firms interested in competing for this acquisition as a prime contractor are invited to identify themselves by submitting a letter of no more than two pages discussing the following: - (a) An affirmative statement of your intention to submit an offer for this acquisition as a prime contractor; - (b) Your recommendation for a set-aside, if any, and your set-aside eligibility, if any (such as small business, HUBZone, or service-disabled veteran-owned), and a statement that such eligibility is posted in the Central Contractor Registry database at www.ccc.gov; - (c) Your DUNS number; - (d) A statement of your bonding capacity, including both single and aggregate totals; - (e) A listing of your highway construction experience within the last four years where you were the prime contractor for projects of a size and scope similar to this FH43 project, including contracting organization, project title, project location, prime contract number, prime contract dollar amount, and prime contract period of performance; - (f) If you recommended a set-aside in (b), an explanation of how you will meet the requirement to spend at least 15 percent of the cost of the contract performance incurred for personnel on your firm's employees, as contemplated by paragraph (c)(3) of the clause at FAR 52.219-3 Notice of Total HUBZone Set-Aside, paragraph (b)(3) of the clause at FAR 52.219-4 Limitations on Subcontracting, or paragraph (c)(3) of the clause at FAR 52.219-27 Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. The letter discussed above should be submitted by fax to 907.228.6254 (primary) or 907.228.6215 (alternate) by 5:00 PM on Sunday, February 13, 2011, so that the contracting officer can have it at the beginning of the day on Monday, February 14, 2011. The entire fax transmission (including cover page, if any) should be no more than two pages, and should be marked with a header such as "AG-0116-SS-10-0043, FH43 Road Improvements Segment 1, Sources Sought Response, Attn: John Inman, Contracting Officer". The contracting officer's decision on whether this acquisition will be on an unrestricted basis or a set-aside of some sort will be announced in the future pre-solicitation notice.
