Description
This synopsis is issued for informational and planning purposes only. United States Transportation Command (USTRANSCOM) is conducting market research and desires input from industry to help in requirements planning. The information requested by this synopsis will be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Introduction The United States Transportation Command's (USTRANSCOM) designation as the Distribution Process Owner (DPO) is to oversee the overall effectiveness, efficiency, and alignment of DOD-wide distribution activities, including force projection, sustainment, and redeployment / retrograde operations. USTRANSCOM works in close cooperation with the Defense Security Cooperation Agency (DSCA) and their Implementing Agencies (IAs), to enhance the overall flow of billing information, received from a number of logistic systems providing transportation data elements, to the billing of those data elements to the proper Foreign Military Sales (FMS) or Pseudo FMS cases. DSCA, through IAs, utilize Transportation Account Codes (TACs), which identify lines of accounting, which allow for the proper allocation of transportation charges to various FMS and PFMS cases. This usage identifies the billed amounts that USTRANSCOM Transportation Component Commands (TCCs) Air Mobility Command (AMC), Surface Deployment and Distribution Command (SDDC) and Military Sealift Command (MSC) bill for transportation services rendered. Process improvements are needed to improve transportation expenditures stewardship through the issuance of TACs and other transportation related data elements, such as Transportation Control Numbers (TCNs), in support of transportation movements associated to FMS or PFMS cases. Scope The contractor shall provide USTRANSCOM with analysis of logistics information entering into TCC billing systems that support the billing of FMS and PFMS case freight moving through the Defense Transportation System. The specific tasks are: Task Area 1: Contract Level and Task Order Management Task Area 2: Analysis of Data Task Area 3: Technical Recommendations Specific Tasks Task Area 1: Contract Level and Task Order Management This task consists of functional activities relating to administration and management of this effort. The contractor shall provide program management of contractor personnel performing tasks in this task order. The contractor shall designate a principal point of contact for technical issues. The contractor shall provide a centralized program management capability at the contractor site. This function shall encompass administrative, clerical, documentation and related functions that provide general support for the program. The contractor shall provide support by preparing documents such as briefings, point papers, and meeting minutes related to status of the performance of this performance work statement. Task Area 2: Analysis of Data The contractor shall collect and analyze logistic and financial data to ensure validity of FMS and PFMS billings. The contractor shall use Government provided tools to perform analysis of transportation data to identify improper expenditures of FMS or PFMS case funds. Data analysis shall include the identification of transactions with erroneous data elements entering into financial billing systems and notification to managers that such data exists. Notification can either be systemic or via email. Task Area 3: Technical Recommendations The contractor shall provide technical recommendation for enhancing the classification and execution of transportation expenditures from FMS and PFMS cases. The contractor shall provide technical recommendations for enhancing the classification and execution of transportation expenditures from FMS and PFMS cases, improving data quality, assisting in the identification or incorrect usage of TACs and TCNs, assisting in the identification of potential losses of funds due to invalid expenditures, and improving the cost effectiveness of transportation services provided. INFORMATION REQUESTED: Contractors interested in assisting USTRANSCOM with our market research activities are requested to submit the following information in the format of a White Paper as outlined below. The white paper should be concise (no more than 5 pages) and address only the information requested below. Again, this information will support market research activities within USTRANSCOM. I. Company Information (General) II. Capabilities (General): Generally describe your company's ability/interest in fulfilling USTRANSCOM's FMS/PFMS requirement. USTRANSCOM is not asking for disclosure of specific or detailed innovative solutions here. USTRANSCOM is merely interested in the availability of existing commercial solutions. III. Business size IV. Any Other Information Deemed Useful to USTRANSCOM.
