Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with AHF Analysentechnik AG, kohlplattenweg 18, de - 72074 Tubinger Germany., for Shield protection for Silicon (Si) free torch; saphira torch and spare parts. PFA Scott double pass spray chamber used in tandem with PEEK cyclonic; sapphire injector, for the MML Division at NIST, Gaithersburg, Maryland. *****Sole source determination is based on the need for The Inorganic Chemical Metrology Group (ICMG), in the Analytical Chemistry Division at NIST is participating in a highly visible international project that requires the absence of Silicon (Si) in the sample introduction system of a multicollector inductively coupled plasma mass spectrometer (MC-ICP-MS). Components of the sample introduction system must be made of special materials (i.e. sapphire, PFA, PEEK, boron nitride) that will prevent the introduction or leaching of Si. Failure to eliminate Si will result in high Si backgrounds, thereby increasing the limits of detection for Si, decreasing the overall Si sensitivity and limiting the accuracy of the results. AHF Analysentechnik is the only vendor that can provide the sample introduction system in a sapphire material that will replace the quartz, thereby providing a Si free torch. AHF Analysentechnik is also the only vendor that will provide the PFA double pass spray chamber that is configured to work in tandem with a PEEK cyclonic spray chamber. Not eliminating Si from the sample introduction system of the MC-ICP-MS will result in severe analytical error and schedule risk to a highly visible international project and will adversely impact the NIST mission. Since AHF Analysentechnik is the only vendor to provide the needed critical components for the sample introduction system, it is requested that the contract be awarded to AHF Analysentechnik.. 1) 876-408 Shield Protection (BN) for Si free torch 0, 2) 2) 876-10 Saphira torch for Thermo Neptune 3) 876-05 Saphire outer tube 4) 857-131 Spray chamber made of PFA (element) 5) 876-08 Saphira inner tube, 6) 855-59 Sapphire injector, i.d. 1.9mm for Thermo Neptune The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 327215 and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by January 31, 2011 will be considered by the Government.
