- The U.S. Army Corps of Engineers (USACE), Jacksonville District, intends to obtain non-personal services to perform Monitoring of Endangered Right Whales in Coastal Waters of Northeast Florida. The contract award will be part of an ongoing volunteer right whale sighting network led by Associated Scientists at Woods Hole. This volunteer network coordinates with the larger right whale sighting program managed by NOAA and FWC. The USACE Jacksonville District has responsibility for maintaining a number of inlets between Fernandina and Cape Canaveral, Florida. These inlets include Fernandina Harbor/Kings bay (St. Mary's River entrance channel), Jacksonville Harbor (St. Johns River entrance channel), St. Augustine Inlet, Ponce de Leon Inlet, and Canaveral Harbor entrance channel. The coastal waters off southeastern Georgia and northeastern Florida, where these inlets are located, are the only known calving and wintering grounds for the endangered North Atlantic right whale. The Contractor shall provide all management, supervision, inspections, personnel, equipment, tools, supplies, materials, transportation and other items necessary to perform monitoring services. A firm-fixed price commercial item contract is considered for this acquisition. The contract award will be for a base year with four option years. This acquisition is being solicited as unrestricted. NAICS Code is 541620, Size standard is $7.0 Million. Solicitation W912EP 11-T-0013 will be issued on or about 27 January 2011 and offers will be due on or about 3 February 2011.
