Description
This Special Notice is to modify the previous posted Special Notice. Pleaseadd the following: FSC Code: J059 Maint-Rep of Elect-Elct EQ NAICS Code: 541330 Engineering Services No further changes to Special Notice. ==== The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN PAC), intends to award a Firm Fixed Price contract on a Sole Source basis to Pacific Bell Telephone Company DBA AT&T California (hereafter referred to as AT&T). This requirement is for the purchase and installation of a 911 emergency dispatch system for the Navy C41 program at the Commander Navy Region Southeast (CNRSE). The AT&T Power911 (5.1)/Viper is a technology solution necessary to obtain Commander Navy Installations Command (CNIC) national 911 directive by 30 June 2011. This technology is also essential to the operation of the CNRSE Regional Dispatch Center (RDC). The RDC will consolidate emergency dispatch operations from over the horizon installations into one site. Integral to this process is consolidated routing of 911 calls to the RDC. AT&T has a 911 technology solution that has been deployed by Commander Navy Installations Command (CNIC) for the Commander Navy Region Southwest (CNRSW). The proposed action is a continuation of the CNIC directive to standardize all emergency call management systems in order to roll out the Navy Emergency Response Management System (NERMS). This technology solution has been tested and is currently configured to pass all emergency calls to the 911 operator. The AT&T Power911 (5.1)/Viper is the only known system that can be configured with the existing systems to pass emergency calls to the 911 operator. This purchase will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 7 days after date of publication of this synopsis will be considered by the Government. All information shall be furnished at no cost or obligation to the Government. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Any resulting procurement would be conducted in accordance with FAR Part 15.
