Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes only as defined in FAR 15.201(e) to obtain comments on preliminary requirement specifications - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Naval Air Warfare Center, in support of the Counter-Networking and Illicit Trafficking Program Office, is seeking comments on a preliminary Statement of Work, Contract Data Requirements List, and possible Labor Categories to be included in a future Multiple Award Indefinite Delivery Indefinite Quantity solicitation. The solicitation will be for Program and Operations Support of the Counter-Networking and Illicit Trafficking Program Office. It is anticipated at this time that the requirement will be solicited for two Lots of delivery (task) orders: Lot I will be unrestricted and Lot II will be for requirements to be set aside for small businesses. The envisioned acquisition is for continental United States (CONUS) and outside continental United States (OCONUS) critical equipment, material and services required in supporting the detection, monitoring and disruption of Counter-Networking and Illicit Trafficking activities. These support services will support the technology development and application of new counter-networking technologies. Support for training, operations and logistics for military and civilian missions (including conveyances, weapons, security services, etc.), and professional and executive support for information operations and information technology (IT) deployment will also be provided. This announcement will be listed in several different PSC codes on FedBizOpps. The primary NAICS code for this effort is 336413, with a small business size standard of 1000 employees. NOTE THAT THE PACKAGE OF ATTACHMENTS WILL BE INCLUDED IN THE FBO SOURCES SOUGHT NOTICE POSTED UNDER FSC "J", AND WILL ALSO BE POSTED ON THE NAVAIR WEBSITE. The submittal in response to this RFI should be provided on standard letter size 8-1/2 by 11 inch paper. The font for text should be Times New Roman 12-point or larger. Submitted responses should be in Microsoft Word or Adobe Acrobat format. Responses are due no later than 15 February 2011, 16:00 EST. Responses shall be submitted via e-mail only to Barbara Petrzilka, the contracting officer, at barbara.petrzilka@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. NO CLASSIFIED INFORMATION shall be submitted in response to this RFI. Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer. A responder may request clarification or submit technical questions regarding this RFI in writing for any requirement that is unclear by sending an e-mail to the Contracting Officer. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide capabilities to the Counter-Networking and Illicit Trafficking Program and receive comments regarding the requirements documentation. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned, but will be handled in accordance with applicable proprietary markings.
