SOURCES SOUGHT THIS IS NOT A REQUEST FOR PROPOSAL AND THE GOVERNMENT IS SEEKING INFORMATION FOR MARKET RESEARCH PURPOSES ONLY. The VISN 2 Network Contracting Activity is seeking qualified Engineering firms that are CVE verified Service Disabled Veteran Owned Small Business or Veteran Owned Small Business to upgrade the physical security of high security areas on station in compliance with VA handbook 07320/2 Appendix B, and to upgrade the monitoring of hallways and access points to our domiciliary. Physical Security shall be upgraded within approximately ten (10) buildings, including 45 to 60 points. The scope of work is anticipated to include the following, however the consultant hired is expected to assist in developing the scope and providing expert guidance regarding the scope with relation to satisfying the requirements of the handbook. 1. Each point is a door. 2. Each door will get the following (or equivalent): Mag Lock Card Reader and/or additional devices Controller REX buttons for exit Doors not in compliance with the requirements of the handbook shall be upgraded. 3. Each door controller will be connected to the security office via existing fiber optic infrastructure where possible, or by new fiber where necessary. 4. Approximately 30 New cameras will be added to building 104, which currently has an expandable system with 60 cameras. Review existing camera locations and modify existing/add new cameras to ensure complete coverage. 5. Interconnection of cameras to the security office will be via existing fiber-optic infrastructure where possible, new where required. 7. Approximately 6 new cameras will be added to bldg 34's existing 9 camera system. Review existing camera locations and modify existing/add new cameras to ensure complete coverage. 8. Review and design electrical power for all the power supplies from emergency power sources in each building. 9. If emergency power is not available, investigate the need for battery backups versus losing the system temporarily until normal power is restored. 10. If breakers are not available, add panelboards as needed to accomplish the wiring/distribution. 11. Rework the security office layout to accommodate additional monitors and equipment 12. Coordinate with existing fire alarm system for egress during an alarm condition. Fail-Safe versus Fail-Secure must be reviewed and implement operational and procedural changes. 13. Review the cooling requirements for added equipment in the security office. 14. Review the lighting levels for proper operation of the cameras (especially in outdoor applications). The A/E firm shall be registered in CCR and CVE verified in VetBiz. Area of consideration is limited to a 200 mile radius of the VISN 2 Network Contracting Activity in Bath, New York. The NAICS code is 541330. Interested firms should provide the following information: 1) SDVOSB or VOSB CVE Verification; 2) short narrative on company to include as a minimum: a) number of years as an A/E firm; b) short narrative on how firm plans to accommodate site visits; 3) a detailed description (including size, scope, and dollar value of the firm's experience with similar projects; 4) name and address of your firm; 5) DUNS Number; and 6) name and phone number of a point of contact in case further information is needed.
