Description
The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, has a requirement for a pass through sterilizer (autoclave). The autoclave will be used in the Laboratory Animal Management (LAM) Barrier facility to sterilize animal cages and accessories (water bottles, food bowls, tunnels, etc), food and bedding. Additional information regarding USU and its mission can be found on our website: www.usuhs.mil. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It is the responsibility of the contractor to monitor FedBizOpps (http://www.fbo.gov) for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-48. This requirement is set-aside for small businesses under NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing), with a size standard of 500 employees. In order to be considered for award, offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the Online Representations and Certifications Application (ORCA) database (www.orca.bpn.gov) by the close date of the solicitation. Quotes received from offerors not registered in both databases will not be considered. The government intends to award a single firm-fixed priced (FFP) purchase order to the offeror representing the best value to the government based on the evaluation factors listed below. Evaluation factors are listed in order of importance, with most important listed first. The government will conduct a trade-off between price and non-price factors. The government reserves the right to award without discussions. Evaluation Factors (Listed in order of importance): 1. Price - Offerors must provide a price for each CLIN listed above. The resultant award will be a single FFP award; however for price analysis purposes the offeror must provide the following pricing information for CLINs 0003 (Removal/Disposal) and 0004 (Installation): • Number of labor hours/labor category • Number of individuals/labor category 2. Technical - Offerors must provide product literature, which demonstrates the capabilities of the quoted item(s). At a minimum the product literature must demonstrate that the quoted item meets the minimum specifications outlined in the specification sheet and must include a description of the operating procedures. Offerors must also provide a removal/installation/training plan. The plan, at a minimum, must include the following: • How many days after receipt of order (ARO) work can commence. • How many days removal of the existing autoclave will take? • How many days installation of the new autoclave will take? • What is included in on-site training (# of hrs, training material)? Offerors may provide quotes for multiple autoclaves. See below for for applicable provisions and clauses for this requirement.
