- The Regional Contracting Office Hawaii at Marine Corps Base Hawaii (MCBH) intends to award a sole source bridge contract to NANA Services, LLC for Full Food Service Support at Marine Corps Base Hawaii (MCBH) Mess Halls. The purpose of this action is to provide continuity of support to the MCBH Mess Halls while resolving the protest issues. This contract will be the second contract to bridge the gap between the existing (bridge) contract soon to expire, and a new competitively awarded follow-on contract which has been delayed due to several GAO protests. The period of performance for this requirement is 3 month from 1 January 2011 to 31 March 2011. It is not in the best interest of the Government to compete this short-term requirement. The solicitation preparation and evaluation would result in a duplication of effort and incidental costs on the part of Government personnel. This Notice of Intent is not a request for Expressions of Interest (EOI), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government will consider all EOIs received prior to 4 February 2011 before 1600 Hawaii Standard Time on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the US Postal Service should be mailed to Commanding Officer, Regional Contracting Office (Attn: Vivian Fukumitsu), Box 63063, Bldg 209, MCBH Kaneohe Bay, HI 96863-3063. EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office Hawaii, Marine Corps Base Hawaii, Bldg 209, Kaneohe, HI 96863 during weekdays, excluding federal holidays, between the hours of 6:30am and 4:00pm. This purchase will be under Simplified Acquisition Procedures, Test Program for Certain Commercial Items and authority for other than full and open competition is 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements.
