- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate on a Sole Source basis with Maryland Environmental Services (MES) to conduct comprehensive placement monitoring at Site 92 and G-West open-water dredged material placement sites, near Pooles Island. MES is under contract with the Maryland Port Administration to conduct monitoring of the annual placement activities at the Pooles Island site. This monitoring is required by the Maryland Department of Environment's Water Quality Certificate, which is issued for the annual maintenance dredging of the C&D Canal and approach channels. The contract will have a period of performance from date of award until 30 September 2011. This notice of intent is NOT a Request for Competitive Proposals. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within three (3) days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS Code is 541711 with a Size Standard of 500 employees.
