- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane Division plans to enter into a three-year un-priced Basic Ordering Agreement (BOA) with Pioneering Evolution, LLC 413 8th Street SE FL 2, Washington DC, 20003-2365. It is anticipated that firm-fixed-price and cost-plus-fixed fee job orders will be issued for support of the Program Executive Office Littoral Mine Warfare (PEO LMW) on line PM tool, the NSWC Crane on line PM tool, developing additional system capability, testing, training, business process consulting, and Enterprise Resource Planning, (ERP) consulting. Terms and conditions will be included in the BOA and job orders will be negotiated on an individual basis. Anticipated BOA requirements will be synopsized on an annual basis. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The Government does not own data rights to the Pioneering Evolution Multi App Framework, and the delay and duplicative cost involved in this follow-on procurement to execute a competitive procurement would not be conducive to the Government meeting delivery and support requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to use Part 12 for this acquisition. Interested entities may identify their interest and capability to respond to the requirement. A formal solicitation will not be issued, however a draft BOA will be prepared. A copy of the draft BOA will be provided upon request. Please direct questions to Mr. Dennis G.
