- MARKET SURVEY REQUEST GUNNER SURVIVABILITY KIT DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL STUDY. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. TOPIC: The Program Executive Office for Combat Support & Combat Service Support (PEO CS&CSS) and US Army Tank and Automotive Research, Development, and Engineering Center (TARDEC) are conducting a market survey to determine the level of interest among qualified contractors to provide an improved Gunner Survivability Kit (GSK) test article and an Engineering Change Proposal (ECP) of the Gunner Survivability Kit for the CAIMAN Mine Resistant Ambush Protected (MRAP) family of vehicles (FOV). In addition, PEO CS&CSS and TARDEC are requesting qualified contractors to identify and implement state of the art technologies in GSKs that will significantly improve MRAP gunner survivability in blast situations and in rollover cases. The GSK being sought shall meet Human Factors Engineering (HFE) guidelines for the occupants to accommodate a 1st percentile female to the 99th percentile male. The Gunner stand shall be height adjustable to accommodate the 1st percentile female to the 99th percentile male wearing Personal Protection Equipment (PPE) and Mission Oriented Protective Posture (MOPP) IV gear. The Gunner shall be able to effectively operate all crew served weapons systems deployed on MRAP vehicles. The gunner stand height adjustability shall accommodate the current Overhead Gun Protection Kit (OGPK), as well as the proposed OGPK2 (gun mount 5" taller). The GSK shall be adaptable to all CAIMAN MRAP FOV utilizing existing connection points and without cutting and welding of the hull. REQUESTED TECHNICAL AND OPERATIONAL FUNCTIONALITY: The GSK shall include: 1. A Gunner Platform with energy attenuating mechanisms to limit the forces transferred to the occupant in a dynamic loading event to not cause leg incapacitation and/or other serious injuries. and 2. A Gunner Seat and Harness Restraint system to be worn for protection while utilizing the gunner position. The GSK shall be equipped to retain and securely maintain the gunner inside the vehicle during blasts and/or rollover incidences. The harness restraint of the GSK shall have an upper single integrated quick release mechanism to clear the occupant from the restraint system for quick egress in addition to quick release mechanisms at each upper connection point to the vehicle. RESPONSES: Each response is requested to include: a) A brief (no more than one page) company description, history, and industry experience. b) An executive summary (no more than one page) of the information submitted in reply to this market survey. c) Point(s)-of-Contact (POC) with associated information. d) A brief narrative of any internal or external programs that may be leveraged to assist in the R&D of the described technology. e) Answers to the following SURVIVABILITY MARKET SURVEY QUESTIONNAIRE: i) Performance 1. What are the human factor implications for the technology? 2. Describe any capability to protect occupants, and against what threats/events/ situations, and explain how is threat protection level is determined (is it through physical testing or modeling). Occupant Protection includes but is not limited to Energy Absorbing Floor Mats, Energy Absorbing Materials for Occupant Protection (Padding), Energy Absorbing Seats or Structures, Safety Restraints. ii) Development 1. Is your product currently in production? 2. Is this technology being used on any current military systems? 3. Is this technology currently being used in the private sector? 4. What developmental issues do you anticipate encountering when integrating the technology into vehicles for military environments(extreme temperatures, weather, shock & vibrations, electromagnetic interference, safety, environmental impacts, etc.)? iii) Integration 1. What military platforms do you envision this technology could be applied to? a. What are the physical characteristics and integration requirements of the technology? b. Please include integration size (length x width x height in inches) and weight (lbs) including installation kits. 2. What is the estimated prototype and production unit cost? 3. What Government Furnished Equipment (GFE) or other Government resources would be required to integrate the technology on to a military platform/system? f) Each response is requested to document any prior related government work experience. g) If there are multiple technical solutions, submit all solutions in a single response. RESPONSE FORMAT(S): Only electronic responses are requested. Please provide e-mail responses in PDF format to the TARDEC/TACOM POC's listed above. The maximum size of each e-mail should be not more than three and one-half (3.5) megabytes. You may use multiple e-mail messages. The subject line must include message 1 of 3, 2 of 3, 3 of 3 etc., as well as [Organization Name]. All interested entities *e.g. companies, non-profit organizations, and academic institutes, regardless of size, are encouraged to respond to this request for information. For responses which include "SECRET" information, contact the Government via email at MRAPMarketSurvey@conus.army.mil for additional submission instructions. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as "CONFIDENTIAL" under this statute. Pursuant to this statute, the Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) "CONFIDENTIAL" with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as "CONFIDENTIAL" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Confidential data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain any restrictive legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for portions only of an electronic file, use the restrictive legends "CONFIDENTIAL DATA BEGINS" and "CONFIDENTIAL PORTION ENDS" 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain confidential information may receive only limited or no consideration since the Respondent's marking of data as "CONFIDENTIAL" will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort.
