- The contract resulting from this Invitation for Bid (IFB) is for the abatement of theMcDowell Shops Methane emergency project in McMurray, Washington County, PA. The work to be performed under the contract involves the installation of a sub-slab, Negative Pressure Ventilation System (NPVS), similar to a radon system, which will capture the methane and safely vent it to the atmosphere. This system will require installation of a non sparking fan and piping in an existing utility race way located in the interior of the unoccupied retail space that houses a drain for the fire sprinkler system. The boxed pipe race area of about 2 feet square, constructed of drywall and metal studs extends from the floor to a drop ceiling opening. The system will collect the gas by installing a pipe through the concrete floor near the footer and exhausting the gas to the outside atmosphere through a vent pipe that will extend at least 2 feet above the roof and be fitted with a water tight boot, stainless steel rain cap and stainless mesh screen. The system will run continuously, be permanently fixed and professionally installed. The estimated price range is under $7,500. The North American Industrial Classification System (NAICS) code for this acquisition in 237990. The small business size standard is $33.5M. A MANDATORY PREBID CONFERENCE AND BID OPENING IS SCHEDULED FOR 10:00 AM ON FEBRUARY 1, 2011. PROSPECTIVE BIDDERS ARE TO MEET AT THE PROJECT SITE LOCATED AT 4067 WASHINGTON ROAD, MCMURRAY, PA 15317. REFER TO THE LAST PAGE OF THE SPECIFICATIONS FOR DIRECTIONS TO THE SITE. Bids will be opened at the project site on February 1, 2011 at a time to be determined by the Contracting Officer following the completion of the pre-bid conference. Bidders will be required to provide an original hard copy of the completed and signed IFB along with their AML Contractor Information Form to the Contracting Officer at the time determined by the Contracting Officer on February 1, 2011 following the completion of the pre-bid conference. Contractors doing business with the Government are required to have a DUNs number, register in the Central Contractor Registration at ccr.gov data base and complete on line representations and certifications at orca.bpn.gov. Award will not be made to a contractor who has not satisfied these requirements.
