Description
Attachments Include: Introduction: The United States Postal Service is requesting information to pre-qualify parties interested in providing adequate support of a range of activities for the Technology Development and Applications (TD&A) organization at United States Postal Service (USPS) Engineering. TD&A is focused on efforts related specifically to mail sorting systems development for reducing manual handling of letter and flat mail. There is an urgent need within TD&A to expand its capability in the areas of concept generation, design, prototyping, and other aspects of front end solution development of mail sortation technology to support the challenging cost reductions needed within the USPS. General Requirements: The USPS TD&A organization seeks to secure a dedicated research and development contract with an organization optimized and experienced for the type of Engineering development required to improve mail processing equipment. The USPS will retain title to all intellectual property developed under this R&D contract. To avoid conflicts of interest and ensure any subsequent product manufacturing competition, the selected supplier will be an independent research and development organization with no ties to manufacturers. Sources sought for this effort are those suppliers who have: - Independence from any manufacturer connected with USPS activities or work. - Experience in developing mail sorting, machine technology, and associated material handling equipment. - Experience and ability to provide high level technical support to the USPS on existing, fielded sorting equipment. - Experience in developing mail feeding technologies. - Ability to work in close collaboration with the USPS in developing mail processing and associated material handling solutions. The main purpose of this R&D effort is to leverage existing and proven mail sorting and associated material handling development experience capability. The ideal R&D supplier will have resources with prior USPS sorting and associated material handling equipment development experience. Development Task Requirements: For specific task work required by this contract, please reference the attached draft statement of work. Facility Requirements: Work under the terms of the contract will be performed at the supplier's place of business. Suppliers must have the capability to develop and test prototypes from their own location. Contract Requirements: This research and development contact calls for a period of performance (POP) of 3 years. The contract will be a cost reimbursement contract. The supplier's accounting system will be subject to a pre-award review and approval. Submission Requirements: Interested parties are requested to submit the following information: - Organization Name - Organization Address - Organization URL - Contact Name - Contact Number - Contact Email - Facility Information (Sq Ft. and Lab Testing Capabilities) - Brief Narrative of Past Performance (With at least two references). Please include: - Name of the customer or Government agency. - Status of supplier as prime contractor or subcontractor. If subcontractor, identify prime contractor, describe functional relationship to prime under the referenced contract; provide name, address, and telephone number of corporate representative(s) of prime who is familiar with contract in question. - Period of performance. - Role in the project. - Overall scope and complexity of the project, and the relevancy between the supplier's proposal and the referenced contract. Relevant projects are projects that required similar skills and services. The projects selected for description should represent the best examples of the supplier's performance experience. - Detailed description of the work performed. - Discussion of problems encountered and how those problems were resolved. - Describe any quality awards or certifications that indicate the supplier possesses a high quality process for providing the product or service required. - Brief Narrative of key personnel's experience related to Postal sorting or other relevant equipment development. Relevant labor categories include Mechanical, Electrical, and Software Engineers. - Three years consolidated financial statements Information must be submitted to Mathew Da Silva at mathew.j.dasilva@usps.gov no later than close of business on February 11, 2011. Provisions: A-2: Solicitation for Information or Planning Purposes (March 2006 - Modified) The Postal Service does not intend to award a contract on the basis of this solicitation or to pay for the information solicited. This solicitation is issued for the purpose of: Obtaining market information regarding the availability of research and development services, and to prequalify suppliers in the event a formal solicitation is issued. Clauses: 4-8: Key Personnel (March 2006) To the extent that the statement of work provides for services to be performed by key personnel, those services must be performed by the personnel identified in the supplier's proposal to perform them unless substitutes have been approved in writing by the contracting officer. Use of junior personnel, even under key personnel supervision (for example, associates or student workers), is not authorized unless they are identified in the supplier's proposal by name or position, with a description of their duties. This agreement may be terminated if the key personnel named in the supplier's proposal become unavailable for any reason. If the unavailability of key personnel is not the fault of the supplier, the contracting officer may terminate by giving notice of termination. The supplier will be paid for service performed up to the date of termination. If the contracting officer finds that the supplier is at fault for the unavailability of key personnel, the agreement may be terminated for default.
