Description
INL IWPS RFI This request is for market research and informational purposes only. The government does not intend to award a contract as a result of this announcement. The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the Department of State has a broad range of criminal justice and rule of law responsibilities. INL will have Criminal Justice Program Support (CJPS) projects addressing police, justice, corrections, and other aspects of a host country's criminal justice system. The INL Worldwide Protective Services (IWPS) will require personal protective services, static security and emergency response services for designated personnel and facilities for some CJPS projects. These security services are the responsibility of IWPS Contractors. This Request for Information (RFI) describes the Government's approach for the IWPS acquisition and expands the opportunities for wider industry participation. The Government also expresses its interest in the participation in the solicitation process, either directly or as subcontractors, of smaller organizations with specialized capabilities and experience in various criminal justice disciplines. The purpose of this RFI is twofold: 1) Provide information to industry explaining the Government's IWPS acquisition approach; 2) Solicit comments from industry which address: acquisition approach, extent to which industry can meet the Government's requirements, contracting approach, staffing, field support, program management, etc. Where responders differ with the Government's current approach as presented in this RFI, we specifically request suggested alternatives and comments that would be equally effective in meeting the Government's objectives. This RFI is being issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e). The Government does not intend to award a contract on the basis of this RFI. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government's use of such information. Respondents are encouraged to be as specific as possible in addressing any and all sections of the RFI and to provide suggestions for alternative approaches and solutions. Feedback of a general or non-specific nature is less useful and will have limited utility in refining the acquisition strategy and impacting the content of the RFP. Interested parties may respond to this RFI in accordance with the instructions provided Section L of the attachment package.
