Description
Statement of Work Title: Repair Main Boiler Steam Valves. 1.0 Abstract: Fabricate parts required to repair four (4) steam valves. 2.0 Location of vessel for shipcheck of parts: Main Engine Room - Cape Gibson, located at Texas A&M University @Galveston, 200 Seawolf Parkway, Galveston, TX, Attn: Chief Engineer Fredrickson. A site visit can be made anytime during this advertisement period Monday - Friday 0800 - 1700. 3.0 References: None 4.0 Government Furnished Equipment/Material: Removed valve parts as sample. 5.0 Work Description: The contractor to provide all necessary labor, equipment and material to accomplish the following work: 5.1 The contractor shall reverse engineer and fabricate new the necessary main steam high pressure/high temperature boiler valve parts required to reassemble the boilers satisfactorily to obtain ABS boiler survey credit. 5.2 The contractor shall conduct a shipcheck of the necessary parts needed to gather information required to procure the correct material, conduct the appropriate weld procedures, and fabricate the needed parts. 5.3 The following is a listing of the quantities needed to complete this work item. 5.3.1 Two each 6 inch Edwards Valve main steam valve bonnets 5.3.2 Two each 4 inch Edwards Valve main feed check valve bonnets. 5.3.3 Two each 4 inch Edwards Valve bonnet retaining plates. 5.3.4 Three each 6 inch Edward Valve pressure seal rings (silver plated) 5.3.5 Six each 4 inch Edwards Valve pressure seal rings (silver plated) 5.3.6 One each 3 inch Edwards Valve pressure seal ring (silver plated.) 5.4 The vessel has assembly drawings of the above valves only. The contractor shall be responsible to research all further information needed to fabricate the necessary valve parts. The contractor must demonstrate to the Maritime Administration that his firm has the technical capability and skilled workforce needed to accomplish this work item. The contractor shall submit to the Maritime Administration, with their quote, a listing of previous contracts that the contractor has completed requiring similar technical knowledge and skill needed to accomplish this task. The contractor shall provide approved welding procedures to the Maritime Administration demonstrating the contractor's ability to weld and machine the specialty metals involved with the manufacture of the required valve parts. The contractor must demonstrate that he has the in house knowledge and capabilities to meet the ABS requirements as well as the technical requirements and standards of the current steam valve OEM (Flowserve-Edwards). 5.5 The contractor shall turn over the new parts to the Chief Engineer for installation. 5.6 Within a week of receiving the parts aboard the ship, the contractor shall be present at the time of the required ABS boiler hydrostatic tests to prove his valve parts have zero leakage. 6.0 Notes: The following is information from the vessel's technical library concerning the valves in this work item. Boiler Main & Aux. Feed water Stops Mfr: Edwards, 4", Fig. No. A4007JY, 900S, 850F, Body Melt 1846-1 main, body melt aux. 1752-3, Stem CR13, Disc HF, Seat HF, Valve # 36-45919, Main PSFW-80, Aux. PSFW-82 Gasket, pressure seal 7.0 Deliverables: Required high pressure/high temperature steam valve parts described in the above specification. CLAUSES/TERMS: The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: 52.211-8 Time of Delivery (JUN 1997), 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), 52.212-2, Evaluation-Commercial Items (JAN 1999). The Government will award a contract resulting from this solicitation to the responsibility offeror whose offer to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate: (i) use ability (ii) price (iii) past performance. Use ability and past performance when combined is slightly more important than price. Trade offs are permitted between price and past performance. 52.212-3 Offeror Representations and Certifications-Commercial Items (FEB 2009). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The following definitions are intended to be consistent with the definitions in DOT Order 3902.10 and the E.O. For clarification purposes, they may expand upon the definitions in the E.O. "Driving"- (1) Means operating a motor vehicle on a roadway, including while temporarily stationary because of traffic, a traffic light, stop sign, or otherwise. (2) It does not include being in your vehicle (with or without the motor running) in a location off the roadway where it is safe and legal to remain stationary. "Text messaging" means reading from or entering data into any handheld or other electronic device, including for the purpose of short message service texting, e-mailing, instant messaging, obtaining navigational information, or engaging in any other form of electronic data retrieval or electronic data communication. (See definition in DOT Order 3902.10) (b) In accordance with Executive Order 13513, Federal Leadership on Reducing Text Messaging While Driving, October 1,2009, and DOT Order 3902.10, Text Messaging While Driving, December 30,2009, contractors and subcontractors are encouraged to: (1) Adopt and enforce workplace safety policies to decrease crashes caused by distracted drivers including policies to ban text messaging while driving-- (i) Company-owned or -rented vehicles or Government-owned, leased or rented vehicles; or (ii) Privately-owned vehicles when on official Government business or when performing any work for or on behalf of the Government. (2) Conduct workplace safety initiatives in a manner commensurate with the size of the business, such as- (i) Establishment of new rules and programs or re-evaluation of existing programs to prohibit text messaging while driving; and (ii) Education, awareness, and other outreach to employees about the safety risks associated with texting while driving. ( c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts that exceed the micro-purchase threshold, other than subcontracts for the acquisition of commercially available off-the-shelf items.
