- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO CONDUCT MARKET RESEARCH FOR AN INDEFINITE DELIVERY/INDEFINITE QUANITITY, SINGLE AWARD FACILITY ASSESSMENT SERVICES CONTRACT. Responders are solely responsible for all expenses associated with responding to this sources sought announcement. This is NOT a request for proposal and does not constitute any commitment by the Government. Responses to this sources sought announcement will be used for planning purposes only. All interested sources must respond to future solicitations announcements separately from responses to this sources sought announcement. The National Institutes of Health (NIH), Department of Health and Human Services (HHS) expects to acquire Facilities Assessment Services to evaluate the condition and life expectancy of existing NIH building systems and site infrastructure for the following locations: NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various rental facilities, Bethesda, Rockville, and Baltimore, MD; and other campuses and leased facilities located throughout the United States. NIH plans to enter into an Indefinite Delivery/Indefinite Quantity (IDIQ), single award Facility Assessment Services contract. All interested sources must respond to this announcement no later than January 28, 2011, 3:00 PM EST. Interested sources should submit a capabilities package demonstrating their ability to perform the services described in the project description below. Packages should include the following information: (1) NAICS code(s); (2) business name, address, and small business type; (3) a statement of your intention to submit an offer for this requirement as a prime contractor; (5) a minimum of three projects completed by the firm during the past five years - include for each project: a brief description of the work performed, the dollar amount of the project, and a reference name and telephone number. Packages should not exceed 10 double-sided pages. PROJECT DESCRIPTION: Task orders will be issued against the IDIQ contact for Facility Assessment Services covering office/public space facilities, health care facilities, laboratory facilities, animal care facilities, and mechanical/electrical/plumbing/special utilities/central utilities and plant facilities. Services will include assessments of site conditions, utility conditions, exterior building components, interior architectural components and finishes, functional areas, mechanical and plumbing systems, electrical systems, communication systems, hazardous materials, handicapped accessibilities, and elevator conditions and equipment. Services will also include a provision of a web based analysis, capital planning and management software that is capable of housing all the assessment data, perform cost estimating for construction and repair of building deficiencies, forecast buildings and building systems renewal requirements.
