Sources Sought THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. THE DEPARTMENT OF VETERAN AFFAIRS (VA) IS NOT SEEKING PRICING OR OFFERORS OF ANY KIND. Responses to this Sources Sought - Request for Information (RFI) notice are due February 9, 2011at 4:00PM EST and must be submitted by email to Roberta.SmileyBetzler@va.gov. The Department of Veterans Affairs - VA Pittsburgh Healthcare System (VAPHS) is conducting a market survey to determine the availability and technical capability of qualified Small Business (SB), Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) firms capable of providing laundry/linen services. This is a request for interested firms with the capability of providing the required services to submit a capability statement along with projected pricing to assist the Government in determining market conditions. Laundry services are classified under North American Industrial Classification (NAICS) code 812332 with a size standard code of $35 million dollars. (Please note: NAICS code 812332 has been increased from $14 million to $35 million). This means that businesses furnishing the laundry services (NAICS 812332), with average annual revenue under $35 million dollars are considered small businesses. You must have proper business size; Contractors must have current registration in the Central Contractor Registration (CCR), accessed via the internet at http://www.ccr.gov and in VETS100 http://www.vets100.com/registerhome.aspx. All information proved will become the property of the Department of Veterans Affairs and will not be returned. All respondents are requested to identify their firms size and type of business (e.g. small business, SDVOSB, VOSB, HUB-Zone, 8(a), etc). LAUNDRY SERVICES SUMMARY: Contractor must show ability to furnish the physical laundry plant (at an off-site location), all linen items, textile items, labor, supervision, management, management support, equipment, ancillary equipment, support, supplies, bulk delivery, transportation, vehicles, and facilities necessary to perform Contractor Owned/Contractor Operated bulk laundry/linen services and tasks required to process annually approximately 1.7 million pounds, for the Department of Veterans Affairs, VAPHS, which currently includes the following locations: 1. University Drive C, Pittsburgh, PA 15240 2. 1010 Delafield Road, Pittsburgh, PA 15215 3. 7180 Highland Drive, Pittsburgh, Pa 15206 Contractor must show ability to provide all laundry services in accordance with practices established by the Association for Linen Management (ALM) (formerly National Association of Linen Management NALM), Dry-cleaning & Laundry Institute International (DLI) (formerly International Fabricare Institute), Textile Rental Services Associations (TRSA) and accepted industry standards. Contractor must show proof that all laundry facilities comply with Joint Commission (formerly the Joint Commission on Accreditation of Healthcare Organizations) standards and guidelines for healthcare laundry services and industry healthcare standards. Contractor will show that laundry plant and facilities meet all applicable OSHA standards. Contractor must show resource capability to provide plant, facility, and equipment, ancillary materials (i.e., carts, etc.) and provide laundry plant layout/design that incorporates a "design for asepsis" and provides for separate clean area and soiled area (clean linen must not share space with soiled linen). The Contractor will show that the laundry plant shall be open to inspection by Government representatives at the Government's request. Contractor must show capability to provide inventory items (i.e., rags; linens, mops, aprons, towels, pillowcases, sheets, scrubs, gowns, mattress pads, those linen items necessary to operate a large medical facility, etc.). Contractor must show capability for processing: flatwork items that must be conditioned, ironed, and folded; items that must be finished and placed on hangers; items that must be tumbled dried and folded; items that must be cleaned, dried, and returned in bulk; items that must be dried and placed in laundry bags; items that must be finished, folded, identified (i.e., patient name), and put in protective packaging. The Contractor must show capability to provide all required vehicle fuels, lubricants and repairs necessary to perform services under this contract, and show that vehicles are maintained in a safe and serviceable condition. Contractor must show that vehicle operators have current licensing and permits. VA Pittsburgh Healthcare System sites are required to provide 24-hour support operations essential to patient care, and Contractor must show ability to provide services with turn-around performed accordingly to support VAPHS operations. Contractor must show that services can be provided FOB at VAPHS locations identified. The Contractor must show ability to provide written reports of all laundry processing (i.e., soiled linen processed and all clean linen delivered) and provide sample report. QUALITY: Contractor should show an established quality assurance plan for performance of laundry services and ensure high quality of pickup, delivery, and laundry processing services performed, and show laundry plant meets or exceeds standards, and that the quality of laundered articles shall be in a serviceable and sanitary condition. Contractor must show ability to provide quality assurance reporting at regular intervals. Contractor must show a contingency plan to continue services in the event of Contractor's equipment, plant, or vehicle failure. EXPERIENCE: The Contractor shall have experience in providing hospital laundry/linen services. The firm must have gained this experience as a result of being primarily engaged in business of providing laundry/linen services in healthcare/patient care environments (e.g. inpatient, and outpatient medical treatment facilities); for a minimum of three consecutive years of specialized experience in this capacity. Contractor must show ability to provide on-site customer service and inventory support and provide a plant manager who is solely responsible to support VAPHS services. Contractor will show that Laundry Plant Managers are certified by Association for Linen Management (ALM) (formerly National Association of Linen Management NALM) or be a graduate of an independently controlled management and training program emphasis on Institutional Laundry The contractor shall show ability furnish other items such as, privacy training, background investigations, orientation and training, medical exams, procedures manual, quality control program, required data. SUBMISSIONS IN RESPONSE TO THIS RFI SHOULD INCLUDE: ONE PAGE - cover page with company name, address, phone number, fax number, email address, point of contact and type of business (large, small, Service Disabled Veteran Owned Business or Veteran Owned Business). MAXIMUM FIVE PAGES: LAUNDRY SERVICES SUMMARY - capability synopsis (inventory may be included as a separate attachment; any pricing outlines may be included as a separate attachment; equipment may be listed as a separate attachment). MAXIMUM THREE PAGES: QUALITY - capability synopsis (quality assurance plan may be included as a separate attachment; sample reports may be included as a separate attachment). This Sources Sought/ Request for Information (RFI) is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and will not be considered as quotes. No award will be made as a result of this RFI. The VA will not be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information. Acknowledgment of receipt of responses will not be made, and respondents will not be notified of the VA's evaluation of the information received. As a result of this RFI the VA may issue a Solicitation/Request for Proposal (RFP). However, should such a requirement materialize, no basis for claims against the VA shall arise as a result of a response to this RFI (e.g., use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
