Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Northern Indiana Health Care System Medical Center located in Marion, Indiana. An Invitation for Bid will be issued on or about February 9, 2011 for construction services for Project No. 610-11-103, Replace Gutters and Roofs, Buildings 51, 52, 53, 58, and 41. This announcement is a total set-aside for Service Disabled Veteran Owned Small Business. The VA is seeking a Contractor to provide all labor, supervision, materials, equipment, and supervision to perform all work to replace the gutters and roofs of Buildings 51, 52, 53, 58 and 41 at VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, Indiana 46953 per plans and specifications. Work includes, but is not limited to, demolition and replacement of gutters and roofs; installation of stone-coated metal roofing shingles; installation of a small standing seam roof; valleys, ice and water shielding, flashing, repairs to the existing decking, fascia, and soffit; installation and connection of downspouts; repair of porte cochere; and alterations as indicated on the contract drawings and specifications. All work performed must meet all applicable codes and regulations and be in strict accordance with the contract drawings and specifications. Completion Time: 90 days from receipt of Notice to Proceed. The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The solicitation is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS capable of performing the required work. Bids from other than service disabled veteran owned small business concerns will not be considered and shall be rejected. The SDVOSB must be small under relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Bidders MUST ensure your registrations in these websites are correct, accurate, and current. The Contracting Officer is not responsible for this information. The North American Industry Classification Code (NAICS) for this procurement is 238160 and size standard $14 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $100,000 and $250,000. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation, VA-251-11-IB-0009, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge at the Federal Business Opportunities (FBO) System website (http://www.fbo.gov) on or about February 9, 2011 with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates and/or amendments. A Bidders Mailing List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the Fedbizopps website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. This notice is for informational purposes only and is not a request for submission of offers. No other information is available until issuance of the solicitation.
