- The Fort Knox Mission and Installation Contracting Command is conducting market research for the following requirement: Meals, Lodging and Transportation for the St. Louis Military Entrance Processing Station (MEPS), located at Robert A. Young Federal Building, 1222 Spruce Street, St. Louis, Missouri 63103-2816. The period of performance is 1 August 2011 through 31 July 2012, with four (4) one-year option periods. Daily services include, but are not limited to, supper, overnight lodging, breakfast the following morning, enmass transportation to the MEPS immediately following breakfast, and evening transportation for applicants receiving night testing. The daily average number of applicants requiring services is 60; the daily estimated maximum is 132. Applicants are typically lodged two per room, males separate from females. A minimal number of single billeted rooms may be also required. Services are required every Sunday through Thursday, and up to as many as 30 Fridays per year. The appropriate NAICS code is 721110 with a size standard of $7,000,000.00. The base period per-applicant price is capped at $90.00 inclusive. Payment will be made monthly using as many as 17 Government purchase (credit) cards. The following is the government's minimum requirements: (CONTRACTORS SHOULD TAKE NOTICE OF DIFFERENT BREAKFAST TIMES IN PARAGRAPHS 3 AND 4 AND TRANSPORTATION ARRIVAL TIMES AT MEPS IN PARAGRAPHS 14 AND 15 BELOW.) 1) DoD approved transportation (if provided by a non-organic source). Must be approved at the time proposal is submitted. Taxi or Limousine, unless DoD approved, are not permitted. 2) Supper meals available from 6:00 p.m. until 10:00 p.m. 3) Breakfast: During the calendar months of May, June, July, August and September, breakfast will be served from 3:45 a.m. to 4:15 a.m. 4) Breakfast: During the calendar months of October, November, December, January, February, March and April, breakfast will be served from 4:45 a.m. to 5:15 a.m. 5) Emergency lunches from 11:00 a.m. 6) Meals for applicants arriving after 10:00 p.m. 7) At least one recording security camera (recordings maintained for at least 30 days) 8) A dedicated contractor or subcontractor liaison on-site at all times applicants are in the lodging facility to monitor activity in and around the hotel, and to deal with applicant questions, concerns, and issues. 9) Interior guest room entry ONLY. 10) Guest room windows and sliding doors that do not open more than 6 inches. 11) No cook stoves/range top or garbage disposals in guest rooms. 12) The contractor's facility shall comply with applicable fire and safety codes and regulations. 13) Transportation: During the calendar months of May, June, July, August and September, transport applicants daily to arrive enmass at the MEPS no later than 4:45 a.m. 14) Transportation: During the calendar months of October, November, December, January, February, March and April, transport applicants daily to arrive enmass at the MEPS no later than 5:45 a.m. 15) Provide afternoon and evening transportation for an estimated 15 to 20 passengers per trip from the MEPS to the hotel. There will be an estimated two (2) trips per night. Trips are estimated at 5:15 p.m. and 7:30 p.m. 16) Provide transportation, when requested from MEPS, airport and/or bus station to lodging facility. 17) Double sets of those amenities provided to other guests (i.e. soap, shampoo, conditioner, towels, bath mats, etc) in each guest room that houses two applicants. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Contractors interested in providing these services should submit their statement of interest to Cheryl Benitez no later than 2:00 p.m., Fort Knox local time, 3 February 2011. Company's full name, address, telephone, and point of contact with email address. b. A statement indicating the offeror's interest in submitting a proposal. c. A statement indicating the offeror's ability to accept credit card for payment. d. A statement indicating the offeror's ability to prepare and submit detailed invoices. e. A description of the proposed hotel (include address, number of guest rooms, interior/exterior guest room entry, restaurant on site, etc). f. A statement indicating the offeror's proposed facility meets, or will meet by contract start, all the requirements listed above. g. A synopsis of the contractor's capabilities. h. Company size: small or large, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned. i. A statement indicating what services, if any, will be subcontracted (i.e. transportation, lodging, restaurant, etc). j. Distance from the hotel to the St. Louis MEPS located at 1222 Spruce St, St. Louis, MO. k. Distance from the hotel to the Lambert-St. Louis International Airport, 10701 Lambert International Blvd, St. Louis, MO. l. Distance from the hotel to the commercial bus terminal located at 430 S 15th St, St. Louis, MO.
