- The purpose of this modification is to change whitepaper/proposal submission dates for FY12 and FY13 in the following section: Replace IV.3. SUBMISSION DATES AND TIMES in its entirety with the following: 3. SUBMISSION DATES AND TIMES: It is recommended that white papers be received by the following dates to maximize the possibility of award: FY 11 should be submitted by 13 Aug 2010; FY 12 by 1 Aug 11 and FY 13 by 1 Aug 12. White papers will be accepted until 2pm Eastern time on 30 September 2013, but it is less likely that funding will be available in each respective fiscal year after the dates cited. FORMAL PROPOSALS ARE NOT BEING REQUESTED AT THIS TIME. No other changes have been made.
