- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. This is an award notice of modification 02 to the above referenced order. This order modification in the amount of $590,000.00 is funded in total through the American Recovery and Reinvestment Act of 2009. R1BK47100060 had been solicited on e-buy under Schedule 70, SIN 132 62 Homeland Security Presidential Directive 12 Product and Service Components and was awarded to XTEC, Incorporated on September 29, 2010 as a firm fixed price two year task order off its Federal Supply Schedule contract GS-35F-0615S. Under this task order the contractor will design, deliver and install an FIPS-201/HSPD-12 certified/compliant web based, IP addressable, Physical Access Control System (PACS) which includes installation of a network appliance, gateway communication device, access control readers, devices, components, software, programming, hardware, infrastructure wiring (both electrical and data control), and conduit at locations specified on the government provided drawings for the M.C. Smith Federal Building in Bangor, Maine. Modification 02 added a Video Surveillance System (VSS) and Intrusion Detection System (IDS) that the contractor will design and install for the M.C. Smith Federal Building in Bangor, Maine. This additional requirement is within scope of the order and adds necessary security equipment to the Physical Access Control System (PACS) purchased under this order. The firm fixed price increase for the VSS is $346,250.00 and the IDS is $243,750.00 for a total increase of $590,000.00. FAR Subpart 8.404(d) states "GSA has already determined the prices... and rates for services offered at hourly rates under schedule contracts to be fair and reasonable." Additionally the price compares favorably to the detailed Independent Government Estimate that was done for the VSS and IDS which estimate was priced at $431,303.40 and $245,619.00 respectively. The price increase for the VSS and IDS is fair and reasonable and represents best value for the Government.
