- The U.S. Department of Agriculture, Food and Nutrition Service (FNS) intends to issue a competitive procurement for advisory and assistance services to further the assessment of erroneous payments in the Child and Adult Care Food Program (CACFP) as required under the reporting requirements of the Improper Payments Information Act. A key factor that can result in erroneous payments in CACFP is the misclassification of family day care homes (FDCHs) for Tier I or Tier II program reimbursement. FDCHs in CACFP can qualify for either Tier I and its higher level of reimbursement rate or Tier II and its lower rate of reimbursement. Misclassification of family day-care homes as Tier I or Tier II translates into costs because payments are not made to the homes for the meals and snacks provided to the children at the appropriate level of reimbursement. This study continues in 2011 the annual assessment conducted for 2005 through 2010 of evaluating sponsors' assignment of tiering levels to FDCHs participating in CACFP. An outcome of the study will be a national estimate of the share of CACFP FDCHs that are misclassified into the wrong tiering level and the estimated cost, including over- and under-payments, to FNS of the tiering misclassifications. FNS seeks a qualified contractor to develop the program assessment design and methodology and nationally representative estimates of the: - Number of family day-care homes (FDCH) participating in CACFP that are misclassified as Tier I or Tier II, - Rate of misclassification of FDCHs in total and for each tier, - Costs (over- and under-payments) of misclassification in total and for each tier, - Ranges of costs incurred due to the misclassifications in total and for each tier, - Number of meals and snacks impacted in total and for each tier. The contract is to be firm-fixed price. The Base year of the contract is 2011 with a completion schedule date in July 2012. Assessment determinations for years 2012 and 2013 are optional and will be awarded on an as needed basis by FNS, along with an optional OMB data collection package requirement. This requirement will be solicited under full and open competition. The Request for Proposal (RFP) will be issued on February 2010, with offers due approximately thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation and any subsequent amendments. Central Contractor Registration (CCR) as required by FAR 4.1102, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
