- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Fish Ecology Division ((FED), located in Seattle, WA on a sole source basis with ASL Environmental Sciences, Inc. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide the following supplies: Single frequency Acoustic Water Column (AWCP5-200) that will be capable of being bottom mounted for use in harsh conditions at mouth of the Columbia River and Dual Cage Taut-Line Mooring Frame without floats to go with the acoustic water column profiler. Since 2008, we have conducted fishery acoustic research off the mouth of the Columbia River using acoustic water column profilers built by ASL Environmental Sciences, Inc. We conduct this work in collaboration with Oregon State University (OSU) which also uses these acoustic profilers built by ASL Environmental Sciences, Inc. Identical profilers built by ASL Environmental Sciences Inc. are needed in our research study in order to preserve the integrity of our scientific data. These profilers have proven to be very effective and durable when used at the bottom of the ocean in 40 to 90 meters of water. The Government intends to negotiate a firm fixed price contract, for delivery to destination no later than March 11, 2011. The North American Industry Classification System code for this acquisition is 334519. It is the Government's belief that only ASL Environmental Sciences Inc. can provide these instruments. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
