- The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source acquisition with Eaton Corporation for the UPS battery and system maintenance and support using Simplified Acquisition Procedures (FAR Part 13).The Alcohol and Tobacco Tax and Trade Bureau (TTB) is currently utilizing Eaton Power Quality Corporation UPS battery. TTB has fully implemented the EATON 9390 /or/ 9315 Uninterruptible Power System and must extend the continued life-cycle maintenance support to ensure power supply to both National Revenue Center and Headquarters, including TTB's main server rooms which are mission critical. Any disruption could result in TTB's mission critical systems being unavailable to users. As the manufacturer of the UPS battery, Eaton Power Quality Corporation is the sole source for providing factory- support and certified support for this system. No other vendor in the marketplace is authorized by the manufacturer to provide maintenance on the critical UPS. Any responses received as a result of this notice, shall be considered solely for the purpose of determining whether to conduct a competitive requirement. Responses will NOT be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government. Other Information: Electronic submissions, in response to this Notice, shall reference SS-TCC-11-0030 and be sent to the attention of P. White via e-mail to psb3@bpd.treas.gov. Electronic submissions must be received no later than 2:00 PM ET, Friday, January 28, 2011. Please note that an RFQ document is not available at this time.
