Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Air Traffic Control Systems Division, 4.5.8., located in St. Ingoes, MD, intends to issue an order against the Basic Ordering Agreement (BOA) N00421-09-G-0002 for Sole Source procurement. The efforts to be procured through the delivery order under the BOA will consist of Technical and Engineering Services for the Air Traffic, Navigation, Integration, and Coordination System (ATNAVICS), AN/TPN-31A Fleet Support Team to assist them in their efforts to support US Marines utilizing the NAVAIR ATNAVICS. The contractor shall provide technical evaluation, review and analysis of equipment performance, configuration baseline modifications, standardization, compatibility and interface, and system specifications. The work shall include preliminary disassembly, inspection, and testing on LRUs returned for repair to determine if the items are repairable and submit a pre-repair analysis report to include the repair cost prior to repairing the LRU. The effort will include previously produced and delivered NAVAIR ATNAVICS equipment and will include fault isolation, assembly, disassembly, fabrication, refurbishment and purchasing of parts, components, assemblies, and material associated with the NAVAIR ATNAVICS. The contractor shall respond to government telephone and e-mail fleet support requests for NAVAIR ATNAVICS equipment and provide technical assistance to isolate, repair and return the systems to normal operating condition. The contractor shall provide on-site maintenance support services at various shore installations worldwide, excluding war zone areas, for NAVAIR ATNAVICS. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquitision Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon, as the Original Equipment Manufacturer of the AN/TPN-31, is the only company qualified to perform the required efforts. Only Ratheon posesses the technical data, facilities, and expertise, essential for the restoration of the AN/TPN-31 System. No other company possess the expertise or facilities required to design modifcations and upgrades or to repair associated parts for the complex systems and there is no other source for spare parts. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit information no later than 15 days after this synopsis is published, which will be considered by this agency. A determination not to compete this proposed procurement action, based upon responses to this notice, is solely within the discression of the Government. The effort to be performed under the delivery order against the BOA is expected to be awarded by 21 July 2011 and the period of performance (POP) will cover the period from award plus one (1) year.
