- In accordance with the requirements of the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government proposes to issue a non-competitive contract action to Marcoa Publishing, Inc. under Contract N00604-11-P-3132 as a five (5) month bridge to continue the existing services through 30 June 2011. The contractor currently provides publication of a Guide which supports new military members and their families arriving in Hawaii with handy references of both military and local resources in Hawaii. This is a Commercial Enterprise Publication and the cost to the Government is estimated to be $0.00 The process for the publication of a new guide requires a six month lead time. The proposed bridge will provide support for the US PACIFIC COMMAND, PEARL HARBOR HAWAII Public Affairs Office until a competitive follow-on contract can be awarded. A new award is contemplated no later than 30 June 2011. USPACOM expects this requirement to be met by a competitive acquisition in time of the issuance of the next publication due 31 December 2011.
