- DESCRIPTION: Contractor(s) shall perform various road maintenance services on existing Forest Service roads within the George Washington and Jefferson National Forests. Work will include surface blading, ditch cleaning, culvert cleaning, downed tree removal, and hourly operation of a motor grader. Contractor will be paid at the awarded price for actual work performed as assigned through Task Orders. The Government anticipates award of at least one firm, fixed-price, indefinite delivery, indefinite quantity contract per administrative unit from this solicitation. Multiple awards may result from this solicitation. PROJECT LOCATION: The Forests include seven Ranger Districts (RD) and one National Recreation Area (NRA) whose boundaries include land within the following counties and state/commonwealths: CLINCH RD-(Virginia) Dickenson, Lee, Scott, Wise and (Kentucky) Letcher and Pike; EASTERN DIVIDE RD-(Virginia) Bland, Botetourt, Craig, Giles, Montgomery, Pulaski, Roanoke, Tazewell, Wythe and (West Virginia) Monroe; GLENWOOD-PEDLAR RD-(Virginia) Amherst, Augusta, Bedford, Botetourt, Nelson and Rockbridge; JAMES RIVER RD (Virginia) Alleghany, Botetourt, Rockbridge, (West Virginia) Monroe; LEE RD-(Virginia) Frederick, Page, Rockingham, Shenandoah, Warren and (West Virginia) Hampshire and Hardy; MOUNT ROGERS NRA-(Virginia) Bland, Carroll, Grayson, Smyth, Tazewell, Washington and Wythe; NORTH RIVER RD-(Virginia) Augusta, Bath, Highland, Rockbridge, Rockingham and (West Virginia) Pendleton; and WARM SPRINGS RD-(Virginia) Bath and Highland. PERIOD OF PERFORMANCE: Contracts will be for one Base Year from the date of Contract Award; they will also include two Optional Periods which the Government may exercise at its discretion. Potential full performance period of awarded contracts will be March 15, 2011 through March 14, 2013. Most task orders are expected to be issued within normal operating seasons: Spring (March 15-June 15) and in Fall (September 15-November 30). CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry; registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is a TOTAL SMALL BUSINESS SET-ASIDE.. The NAICS code for this project is 238910; the small business size standard is $14.0 million. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-11-0004 and related documents will be issued via FedBizOpps and will be available for downloading on or around February 3, 2011 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit a response which will be considered by the agency.
