Description
In accordance with the 2005 Base Realignment and Closure (BRAC) law, the Supply, Storage and Distribution (SS&D) mission at the Naval Shipyards is transferring to the Defense Logistics Agency (DLA) activity, Defense Supply Center Columbus (DSCC). At Portsmouth Naval Shipyard, this mission excluding procurement transferred on May 2010 to the newly established DLA Portsmouth Naval Shipyard. The procurement mission to acquire non-nuclear materials in support of the Portsmouth Naval Shipyard will transfer to DLA Portsmouth on January 30, 2011. Procurement of all services and nuclear materials will remain with the Navy under the existing DODAAC of N00189 - Fleet & Industrial Supply Center-Norfolk, Contracting Department, Portsmouth Naval Shipyard Maritime Industrial Division. Transfer of the procurement mission at the other Shipyards (Puget Sound and Pearl Harbor) will be announced separately, and will occur later this year /early next year. Solicitations and other notices issued by the newly established DLA Portsmouth Naval Shipyard Contracting Division will continue to be posted to NECO until later next year, at which time they will post to the DLA system, DIBBS. Vendors will be notified prior to this transition. The solicitation and contract numbers that will be used by DLA Portsmouth Naval Shipyard Contracting Division will begin with the activity DODAAC of "SPMYM3". Solicitations for materials issued prior to January 30, 2011 will automatically transfer to the new DLA Portsmouth Naval Shipyard Contracting Division and will be awarded using the contract number DODAAC identified above. Amendments will not be issued solely to change solicitation numbers. Transfer of administration on contracts awarded prior to January 30, 2011 will be determined on a case by case basis. A modification will be issued for all existing non-nuclear material contracts/orders if administration transfers to DLA Portsmouth Naval Shipyard Contracting Division.
