- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE133E-11-RQ-0236 The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-47. This procurement is a total small business set aside. The FSC for this is 7021 and the North American Industry Classification System (NAICS) code is 423430, small business standard is 100 employees or below. This allows WCDAS to keep a supply of spare parts for existing servers and Dell raid configurations. This brand and model of server has proven to satisfy mission requirements and NOAA IT security requirements. WCDAS staff has achieved the training level required to support this equipment and this brand of server is currently used in multiple systems at this facility. The introduction of a different brand of server could cause compatibility problems for the network configuration and the IT security plan. Market research indicates that there are numerous potential sources for this product. The required delivery is within thirty (30) days after receipt of order. Delivery shall be FOB Destination to NOAA Wallops CDA Station, 35663 Chincoteague Road, Wallops Island, VA 23337. The following FAR provisions and clauses apply to this solicitation and any resulting purchase order. 52.212-1 Instructions to Offerors-Commercial Items 52.212-2 Evaluation of Offers-Commercial Items 52.212-3 Offeror Representations and Certifications 52.212-4 Contract Terms and Conditions-Commercial Items 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (10)(i),(21) (22), (23), (24), (26), (34), (37), (42) Evaluation will be based on the lowest price technically acceptable offer and the resulting award will be a firm fixed-price purchase order. There is no DPAS rating assigned to this solicitation. In order to comply with the debt collection improvement act of 1966, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Additionally, each offeror must obtain, and PROVIDE WITH QUOTE their nine digit Dun and Bradstreet (DUNS) number. All responsible sources may submit a quotation which shall be considered by the agency. Offers must be submitted in writing to Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, Virginia 23337 by 1:00 P.M January 25, 2011.
